Notice is hereby given that the City of Joshua City Council will conduct a public hearing and consider approving a Planned Development District and associated Detailed Site Plan on a 1.2348 acre tract of land at the southwest corner of Joshua Station Blvd. and State Highway 174, and being located within the Joshua Station Overlay District with a Land Use Designation of CR, Corridor Retail for the purpose of constructing a mixed use center for restaurant, personal service, retail and medical offices.

Notice to Bidders

The City of Joshua will accept sealed requests for proposal (in duplicate) for a contract on group medical insurance until 10:00 am CST October 29th, via email at which time they will be publicly opened.  Detailed bid specifications may be obtained from the Analyst, 214-379-5172.  The title of the email should include “Bid: Group Medical Insurance – Fully Insured & Level Funded RFP #01-2021.  Any bids received after the time and date stated above, regardless of the mode of delivery, will not be considered. The City reserves the right to reject any & all bids, in whole or in part, to waive any informality in any bid, and to negotiate and accept any bid, which, in its discretion, is in the best interest of the City.

Process at Early Voting Polling Place:

Citizens will stand in one line and receive two ballots, one for Federal, State, and County elections and one for City of Joshua election.  You will be required to show ID for each ballot.  Citizens will then fill out both ballots at the same time and drop them in one ballot box.

Notice of Public Hearing-FY 2020-2021 Budget

Notice is hereby given that the City Council of the City of Joshua, Texas will hold a public hearing on September 17, 2020 at 6:30 p.m. in the City Council Chamber located in City Hall, 101 South Main Street, Joshua, Texas.

The purpose of the public hearing is for consideration of the adoption of the proposed budget for the fiscal year beginning October 1, 2020 and ending September 30, 2021.  At this time all citizens of the City of Joshua will be given an opportunity to provide written or oral comments and to ask questions concerning the proposed budget.  Copies of the proposed budget are available for review with the City Secretary and on the City website at www.cityjoshuatx.us.

This budget is estimated to raise more revenue from property taxes than last year’s budget by an amount of $10,794 which is a 0.39% percent increase from last year’s budget.  The estimate property tax revenue to be raised from new property added to the roll this year is $91,593.

Outdoor Warning Sirens-Testing

The Joshua Fire Department will begin testing the Outdoor Warning Siren  System on the 1st Wednesday of each month at 1:00 pm. These monthly audible tests are meant to ensure the sirens are working properly and to help prepare for any severe weather or other emergency situation that threatens Joshua.
Before the monthly test begins, an initial test will be conducted this Wednesday at 1:00 pm to ensure that all sirens are working correctly.

Draft Zoning Ordinance

OFFICIAL ANNOUNCEMENT #2 JOSHUA MUNICIPAL COURT

Based upon information received from the Supreme Court of Texas and David L. Evans, Presiding Judge Eighth Administrative Judicial Region, the Joshua Municipal Court will delay all in-person proceedings of any size until at least May 8, 2020.

Previously, all Texas courts were directly ordered to modify or suspend all deadlines and procedures when appropriate to avoid risk to court staff, parties, jurors, attorneys, and the public.  The Supreme Court of Texas’ Third Emergency Order² clarified as follows:

Courts must not conduct non-essential proceedings in person contrary to local, state, or national directives, whichever is most restrictive, regarding maximum group size.

Governor Abbott has by executive order directed that “every person in Texas shall avoid social gatherings in groups of more than 10 people.”

In the present state of disaster, it is critical that courts remain open at all times to handle essential matters.  It is just as critical that procedures be used to avoid risk to court staff and to the public, and that non-essential proceedings be delayed.

Based on the above information, I have ordered all “in person” dockets reset until after May 8, 2020.  This includes initial appearances, show cause hearings, pre-trial, bench trials and jury trials.

The clerk’s office will remain available (as determined by the City of Joshua) by phone, fax, or email during normal city hall business hours and will continue to process motions, pleas, and other filings.  Phone, email, mail and fax communications will still be processed.

This partial closure does not change any warrants, magistrations, or emergency orders.
