4B Members Present:  Pamela Ingram, Cameron Smallwood, Sandy Bradley, Bob Neely, Jerry Moore, April Dunn, Mary Jo Donnelly

City Staff Present:  Paulette Hartman, City Manager; Lawrence Robbins, Management Assistant

 

I.          Call To Order.

 

Chairperson Pamela Ingram called the meeting to order at 7:00 p.m. 

 

II.        Consider Approval Of Minutes Of The 4B Economic Development       Corporation Board Meeting Held On December 11, 2007.

 

4B Board Member Smallwood made a motion to approve the minutes as submitted.  4B Board Member Bradley seconded the motion. 

Motion Carried - 6-0.  Absent:  Dunn (not yet arrived)

 

 

III.      4B Economic Development Corporation Board Items:  (Hartman)

 

a.         Review and discuss the 4B Financial Reports for December

 

Paulette Hartman, City Manager, presented this item with discussion. 

 

b.         Review and discuss status of development in the TIF District

 

Paulette Hartman, City Manager, presented this item with discussion.

 

c.     Review and discuss the status of Joshua entryway signs design and placement

 

Lawrence Robbins, Management Assistant, presented this item with discussion.  General consensus of the board was that the sign should be taller than the proposed design as well as other suggestions.

 

d.              Review and Discuss, consider and act upon the update of the Parks & Open Space Master Plan planning structure including process overview, review of park classification system, level of service concept, and establishing timeframe for master plan.

 

 

Paulette Hartman, City Manager, introduced this item with the presentation, overview and discussion of Mark Spencer of MHS Planning & Design.  Discussion included survey and focus group options to seek community input for the plan.

V.        Adjournment.

 

There being no further business, 4B Board Member Bradley made a motion to adjourn the board.  4B Board Member Neely seconded the motion. 

Motion Carried - 7-0
