All property owners within the city limits of the City of Joshua should be receiving a letter from the City of Joshua regarding notice of public hearings regarding revisions to the zoning ordinance and revisions to the zoning map.  Below you will find helpful information regarding these issues:

There are several reasons for updating the City’s Official Zoning Map including the following:

1.  Correct errors and blank spots on the current zoning map

2.  Make sure zoning changes that have occured since the official map was adopted are accurately reflected.

3.  Reflect changes in the zoning ordinance including identification of overlay districts and any new zoning districts

4.  Comply with the Future Land Use map only where it makes since to do so at this time.

There are several things to note regarding the effects of changes to the  Zoning Map.

1.  Changes to the zoning map do not change the use that is currently in that location.  If the current use is different than the new zoning, the current use becomes a non-conforming use, and, as long as it is a legal non-conforming use in accordance with the zoning ordinance, can remain until such time as the property owner desires to change the use.  Any new use must conform to the new zoning.

2.  Zoning changes will not impact valuation for tax purposes.  The property valuation for tax purposes is based on the actual use and area sales prices of comparable land.

3.  Zoning changes will not impact agricultural exemptions.  Granting and continuation of agricultural exemptions is based on criteria established by State Law and the Appraisal District which includes the number of acres and the use of the land.  Zoning is not one of the criteria.

4.  Most properties will not be impacted by a zoning change.

On December 1, 2008 at 6:30 p.m. during their regular meeting to be held at the Joshua High School cafeteria, located at 909 S. Broadway, the City of Joshua Planning and Zoning Commission will hold a public hearing to consider making a recommendation to the City Council regarding revision of the City of Joshus Comprehensive Zoning Ordinance and revision of the Zoning Map to change the zoning of certain properties.  The revised Comprehensive Zoning Ordinance and Zoning Map are available for review in the City Secretary’s Office at City Hall.

On December 18, 2008 at 7:00 p.m. during their regular meeting to be held at the Joshua High School cafeteria, located at 909 S. Broadway, the Joshua City Council will hold a public hearing regarding this request and may take action to approved the revised Comprehensive Zoning Ordinance and Zoning Map at that time. 

Any interested party is encouraged to provide written comments prior to the commencement of the meeting or speak at the public hearing.

We have started a new feature for citizens who like to check out all the garage sales in Joshua.  If you will click on ”Garage Sales” on the menu list to the right you will get an updated list of garage sales.  Also, in the very near future the bulletin board that is currently at the Police Department where the yellow garage sale signs are posted will be moved to City Hall and located on the front of the building.

In accordance with the City Charter Section 5.01 (A) 4, the City Manager has prepared a budget for the 2008/2009 fiscal year for submittal to the City Council for their review and consideration.  The Council held a budget work session on July 31, 2008 to discuss the proposed General Fund budget and the proposed tax rate, and held a second budget work session and special meeting on August 11,2008 to discuss the proposed 4A Fund, 4B Fund and Capital Improvement Projects (CIP) Budget.  During the August 11,2008 special meeting the City Council took a record vote to propose a tax rate of $0.653476.

This notice concerns 2008 property tax rates for the City of Joshua.  It presents information about three tax rates.  Last year’s tax rate is the actual rate the taxing unit used to detemine property taxes last year.  This year’s effective tax rate would impose the same total taxes as last year if you compare properties taxed in both years.  This year’s rollback tax rate is the highest tax rate the taxing unit can set before taxpayers can start tax rollback procedures.  In each case these rates are found by dividing the total amount of taxes by the tax base (the total value of taxable property) with adjustments as required by state law.  The rates are given per $100 of property value.  Click here for more information.    Notice of Effective Tax Rate

The city has installed a drop box outside of city hall, just to the right of the front door.  Information may be dropped off after hours and on weekends, which will be delivered to the appropriate person during regular business hours.  Information for any city department may be dropped in the box.
